Not sure if this has been suggested before, but IMO it makes complete sense because:
1. It completely eliminates kill stealing, as they would only get a small portion of the pay-off equal to the dealt damage
2. It works with wings inherently, as the credits will be split according to dealt damage
3. It's just about the fairest method of splitting credits for killing something that grants credits
4. It can also be applied if the opponent died via power plant outage, by splitting that damage
5. You could also sum up all damage to 'essential' components on top of raw hull damage, like thrusters/weapons/FSD, but not things like scanners or the cargo hatch
6. It encourages you to go for enemies that you can 1v1 in warzones/RES'/nav beacons, because you'll get 100% of the bounty/bond as you didn't need to use swarm tactics or similar, but it doesn't outright prevent going for harder targets if the pay-off is lucrative enough to be highly profitable in comparison despite the splitting
