In the linked issue report, it's not totally clear in any of the 14 confirming comments. But I do get the overarching sense this is what people mean (a couple of people talk about "in a Control system" and they're talking in the context of Undermining, so by exclusion they must be in an enemy system, because one cannot Undermine in one's own Control system)Where were you?
In a system of their power? That seems to be a feature, and one which benefits you in your space where you can freely launch as many attacks as you like on other Powers' ships.
One of the comments highlights the impact of this bug is even worse when you are Empire-on-Empire because you pick up galaxy-wide bounty quickly.Though you shouldn't get notoriety, so a quick trip to an IF can clear this.

The new Powerplay I think makes the old "Power bounties" entirely pointless - you can already open fire on any ship of another power and get merits for it, the Power NPCs don't care about the legality anyway, and splitting enemy Power ships into "ones you should shoot" and "ones you should shoot which also have a bounty" would just be confusing.I'm not sure if it's a bug or not.
They can do whatever they want to you if it is their system, they will not get a bounty for doing this.I was in an undermining system collecting wreckage and they definitely didn't miss first. The second time they came around to complain about me doing their job for them I just tanked it.

Yup. They talked about "Power Security" being different for power crimes and such in the previews which sounded interesting without getting into ATR cheat-levels, but in the end all we're getting is local bounties and local security coming to attack.I don't![]()
the old powerplay C&P was much better and didn't result in absurd situations where we can't dock at our ports for outstanding faction's bounties earned somewhere else for uMMing.
The "new" C&P is a total no sense.
