Bounties for other power's ships

I thought we weren't supposed to be accruing bounties for defending against other power's ships... I just got a murder and assault bounty against one that opened fire on me first.

So bug or feature?

Where were you?

In a system of your own power? That's a bug, and one that's never happened to me.
In a neutral system? A bug if they hit you first, absolutely normal if they opened fire but missed and you hit them first.
In a system of their power? That seems to be a feature, and one which benefits you in your space where you can freely launch as many attacks as you like on other Powers' ships. Though you shouldn't get notoriety, so a quick trip to an IF can clear this.

In the linked issue report, it's not totally clear in any of the 14 confirming comments. But I do get the overarching sense this is what people mean (a couple of people talk about "in a Control system" and they're talking in the context of Undermining, so by exclusion they must be in an enemy system, because one cannot Undermine in one's own Control system)
Though you shouldn't get notoriety, so a quick trip to an IF can clear this.
One of the comments highlights the impact of this bug is even worse when you are Empire-on-Empire because you pick up galaxy-wide bounty quickly.
 
I had to "make" a few escape pods in an undermining system for my weeklies yesterday, because the system wouldn't spawn any power SS. So I took out a few enemy ships. Those were NOT labeled as enemy, and I got a bounty as expected, because from the point of the local authorities, I attacked clean ships, and they didn't get bounties when they shot at me because I was an enemy in hostile space. Or because I Han Solo'd them :). I did not get notoriety.

When attacking power ships in my power's space, they are clearly labeled as "enemy", and I don't get bounties or notoriety. Worst thing is a fine for violating the no fire zone.

I'd say it works as intended.

Yes - there's certainly a big mess with C&P in general which dates from a time where Frontier were apparently embarrassed about having implemented crimes in the game and wanted people to stop doing them.

It needs a bigger rework but I think sufficient to stop it interfering with Powerplay too much would be:
- remove notoriety (the baseline murder bounty could be increased 10x to compensate, if needed)
- remove superpower bounties
- localise minor faction bounties to the system they were obtained in (or at least, to the faction-power combination they were obtained in)

I'm not sure if it's a bug or not.
The new Powerplay I think makes the old "Power bounties" entirely pointless - you can already open fire on any ship of another power and get merits for it, the Power NPCs don't care about the legality anyway, and splitting enemy Power ships into "ones you should shoot" and "ones you should shoot which also have a bounty" would just be confusing.

So reverting to that wouldn't I think help - but it certainly is true that expanded minor factions which cross Power borders end up with very weird outcomes and that needs fixing somehow.
 
I was in an undermining system collecting wreckage and they definitely didn't miss first. The second time they came around to complain about me doing their job for them I just tanked it.

They can do whatever they want to you if it is their system, they will not get a bounty for doing this.
 
I don't :ROFLMAO: 🤷‍♂️ the old powerplay C&P was much better and didn't result in absurd situations where we can't dock at our ports for outstanding faction's bounties earned somewhere else for uMMing.

The "new" C&P is a total no sense.
Yup. They talked about "Power Security" being different for power crimes and such in the previews which sounded interesting without getting into ATR cheat-levels, but in the end all we're getting is local bounties and local security coming to attack.
 
Oh it gets better.

Charged with preparing a settlement in my own power's system. We all know there are mixed raiders and power guards.

I put out the fire and all of the "friendlies" start firing at me. Then I get bounties for defending myself.

Either the guards aren't supposed to be there or getting angry at you for doing the job their own bosses told me to do needs fixing.

AND, the anti personnel guns are shooting at me. This did not happen until the recent update, I've been doing them for weeks.
