bounties on ships attacking out in the back of beyond

There I am minding my own business 500 light years from my starting system trying to find the second star in a binary system, when random npc pilot in random ship, novice, clean decides to interdict me and attack. A few burst of the lasers to get his shields down followed by a missile broadside and this interruption to my cartographic , or would that be astrographic escapades comes to a violent and shiny explosive end for mr npc.

I have two questions.

Does this count towards combat rating even though there is no bounty on said pilot

Is there a way of getting a bounty for this?

1. The Pilot's Federation is ethically neutral and will give you combat rating no matter who you attack, whether wanted or not.
2. They won't get a bounty if they attack you in an anarchy or uninhabited system, as crimes are not recorded there.
3. They will always show up as clean in an anarchy or uninhabited system as the status on your panel is their status in this system. They may have bounties in other systems though, which you can find if you have a kill warrant scanner.
