Bounties question

So I intentionally incurred a bounty in Cubeo by giving slaves from the Jet Council to someone else. Huge fine that I do not intend to pay. The Jet Council own no systems currently, in Cubeo, therefore when the fine turns bounty there is no system in which I will be "wanted" in Cubeo. Yes or no? Apart from random Council ships I may encounter.

Cubeo Jet Council is based at Finch Beacon on Cubeo 3A. Fly close to the planet and the "Wanted" status shows up, but nowhere else in Cubeo.
