Bounties System actually equals Pants!

The Elite bounty system is pants.

If I shoot a ship which is aligned to the mortal enemy of the system controlling faction without scanning first, I get an in system bounty immediately (which one can explain by being a "universal law" of scan first, shoot later, i suppose)... but not a bounty with the party killed.

Surely, If I'm beating on the XYZ Crimson Gang in a Purple Confederated Traders' system CG offering bounties for said XYZ faction kills then after killing one or two, I should become wanted in Crimson Gang Space. Nope, I don't even get a bounty with XYZ. I"m free to go about my business until I become "hostile" which takes about 100 faction kills or so.

Yet even forbid if I accidentally incur a 400 Cr penalty. Then everyone's after me that instant.

Moreover even after murdering fifty of their compatriots, XYZ will often only attack if I shoot someone by mistake without scanning and incur this 400 cr bounty IN CONFEDERATED SPACE against a Confederate.

This is so-dirty-they-stick-to-the-wall-when-thrown pants... Each XYZ Crimson Gang member in Confederated space has to come to me and scan me individually and only if I'm Wanted by their mortal enemies the Confederates, will they attempt to kill me.

What's more, I've seen them turn on members of their own group who have bounties in their enemy's system! What the Frankfurter?

Total skid-marked pants!

If FDEV cannot even fix this fundamentally fundamental (!) system, then what CAN they fix?

Don't get me started on missions.
