bounty and wanted all in one

I was NES bounty Hunting, doing the Ceti CG, scanned a hauler with my KWC, great they have a bounty on them.
Kill them, the bounty comes up and I am now wanted.
Had to scram as the bulkies (the slang for the cops in my parts) were all over me.
What is going on?

Were they WANTED in the local system? That's the key. If not, you've committed murder in your current system. You'll still have a bounty to cash in on the Hauler as he was WANTED in another system.
