Newcomer / Intro Bounty boards?

Anyone have any insights on how the bounty boards shown in the stations in systems works? As I understand it bounties can either be local or if high enough get upgraded to interstellar. The figure I have seen quoted is anything over 10,000 credits, although that seems to be from before bounty payouts were increased. So in theory if you get on a bounty board it should be a combination of any interstellar bounties plus local ones, if any. However as a recent example total bounties according to the transaction tab 969,000 credits, but on a bounty board showing as 59,620,550 credits. How is that possible?

I don’t look at the bounty boards but my first thought is that the board was displaying the total for all bounties for that target but the transaction tab only showed the local bounty due to the Kill Warrant Scan not completing.

Even more likely is some kind of bug.
