Well, I completely understand right now maybe is not the best time for suggestions since 2.1 start was not as expected, but anyway.

Everyone is 'tired' of those occasional bounties/bonds they forgot to claim. How many times we've been interdicted by pirate, killed him and then this amount hangs there forever?
How many times you've been to some distant system, killed someone there and forgot to claim a bounty? Or simply was 'too lazy' to fly to a single outpost 500,000 LY away?
What I propose is to make a bubble-wise organization which (up to FD) could be 'half-legal' organization that BUYS BOUNTIES. A nice funny name like "Moishe's Honest Bounty Movers" could be nice as well.
1) This "Moishe's Honest Bounty Movers" ships of could exist in All/Selected/only lower security systems. It's up to FD. Quite logical is to place them in Nav Beacons, but they could that similar to SEEKING WEAPONS guys. They could only exits in Anarchy/Feudal systems, but again - it's up to FD.
2) A dialog would appear when you fly close to these ships with an offer to sell your bounties. You can select which ones. Now, the funny part - of course, they would offer you to sell the bounties for LESSER amount.
3) This amount could be up to 50% less then going to appropriate system. This could be calculated on a distance to a system per certain bounty, etc.
4) This addition, as I hate to say it (as everyone says, who's not programming the game) would be not that complicated to implement, I think.
5) Potentially, this brings a lot of interesting gameplay that's connected to this organisation and whole idea.
First of all, these bounties we can see as credit cards of Elite Universe. Even Engineers collect them now (some of them require combat bonds, bounties). That would be quite logical, if those would exist in some data-package form that can occasionally be found as a little floating canister, after enemy blow-up, on surfaces near broken ships, etc. Of course that could be cashed the same way as your bounties.
Secondly, occasional Moishe's convoys could travel for example between biggest systems in the game (remember those guys in armored vans who drive money from a bank to a bank) - that would be few T-9, for example, guarded by few Condas, carrying tons of those bounty credit cards (they'd need to be physically transported from time to time, eh?) This would bring a possibilty to players in wings to rob them, potentially robbing the company for tens of millions of credit bounty money. For one player that would be impossible to destroy such a convoy. This needs careful work, though, but would be a great GTA-style robbing fun indeed.

Main idea is of course to sell you bounties to someone. I hate to fly somewhere to cash in a few thousand CR bounty.
