Bounty hunting CG's rng mechanics

Ok I know it's rare for the devs to feed back but how does the rng on the servers determine how many pirates to spawn in a rez site? I ask as I briefly went to open to see if any commanders wanted to wing up as I had a regeneration beam (no one spoke but that's another matter). So we fought over the very limited pirate spawns, now before today I had a blast in a rez and were making over a mill a hour on my own. So switched to a pg to see if that helped the pirate spawn and it continued to be very poor, is there any algorithm that dictates what spawns and amount of it? do you think it needs a tweak to take in account of the number of commanders in that instance and give a appropriate amount of pirates to face ?
 
I haven't seen any definitive proof of this. It could simply be coincidence. I have found that when I wing up with other Commanders in a RES zone that we get more spawns, and bigger spawns. I have done a LOT of RES farming in Solo / Open and Private all by myself. I have done only a few sessions in Wings with other commanders, either in Private or Open, so my data is limited.

However, playing Solo usually the largest Wings of enemy ships that I've seen consist of an Anaconda with two escorts. Usually the escorts are Eagles, but I have seen them go as high as Asp Scouts.

Playing in a Wing with another player, or even having another player in the same instance, I have seen wings of THREE Anacondas. I have never seen that in Solo. I've also seen wings of three Federal Gunships, and an Anaconda winged with two Federal Ships (can't remember what type).

It's been several patches since I've done extensive wing RES farming with another player, so take that as simply my historical anecdotal evidence. I don't think it's enough to outright say that Wings definitely increase the power-level of the spawns in a RES, but I think it might have an effect.
