Bounty Hunting Confusion / Rules of engagement

Problem with this, I'm hunting in an Anarchy system, and every time I engage anyone with a bounty (as dictated by the Kscanner), I get engaged by System Authority vessels, every single damn time. It didn't do this before and I never had an issue with them, now I do. What the heck is going on?

'Didn't do this before' as in how long ago?

You are attacking a ship wanted in another system but allied to the local authority and they are attacking you. The kscanner isn't necessarily showing local status - you can tell that from a normal scan.

This thread was originally raised 2 days after launch . There have been many changes and updates since, but this aspect (I think) has been the case since then)

Basicly if theyre hostile and clean you Will have to wait for Them to actually hit you then you can kill Them caues then theyre wanted

Red means hostile not fire at will, wait till they hit you (you must have report crimes against me turned on for this to work, the reason its a toggle is for pirates, assassins and smugglers).

Always check that they show "wanted" before you fire (not just red in scanner) even if they are firing at you or being fired on by police ships.

When using KWS if they show a bounty but not as wanted, they are not wanted in the system you are in you can engage them but be prepared to become wanted yourself.

Anarchy systems are anarchistic, expect anarchy.

And the golden rule don't shoot the police ships.

Do they become wanted in an Anarchy or will they just turn hostile?

Would the authority ships still jump in to protect them?

What are the negatives to having [report crimes against me] switched on?

I'm thinking now that is exactly my problem - They shot me, but as it was switched off they remained clean and I got fined when I retaliated.

So why not just leave report crimes toggled on all the time?

The police would turn up and help you, and get the last hit and take the bounty money.
That doesn't happen right now, so no real reason not to leave it on.

Bit of misinformation/misunderstanding in this thread.
If you are in a system where a ships faction is from, they are allowed to shoot you.

If you take a mission to assassinate a federation general, and you find the general in federation space, he wont get wanted. He can shoot you first, doesn't matter. If you find the general in an independent system, if he shoots you first he becomes wanted.

If a faction is hostile to you all their ships can attack you at will. You are considered one step worse than wanted. That how big a criminal you are to them. They will not get wanted for attacking you in their system. They will appear red on your scanner. If you shoot back you will get wanted, kill them you will get further wanted.

So in an anarchy system, how do you determine who is the ruling faction? I checked what faction the SAVs were, and their faction didn't match my target. So I chose to engage under the assumption that they'd only protect those who matched their faction. I engaged the guy and immediately had 5 SAVs on me. My target had a bounty (found via KScan). I'm not sure of how to determine where his bounty is held... Is there something I'm missing?
