So yeah i kill a 19000 bounty reward and get 5000 bounty reward?????
Also most of the time the security service last hits and they also have a habit of flying infont of your guns and then atacking you.

Also make it so that you can get a warrent to atack wanted citizens of the main party.

It definitely needs a lot of work, but not for these reasons. The bounty of a target pre-kwarrant scan is what you'll get from the controlling faction of that system; anything added after the scan will be for different factions (for instance, I have about 80,000 credits waiting for me in Empire space). The latest patch supposedly made it less likely for NPCs to get the last kill, but if you don't want them showing up go to the right-most tab of the right panel and turn off "report crimes against me." That way you only have to deal with police who are already on the scene, in which case it doesn't really make sense for you to get a bounty in the first place. It is a pain when NPCs fly in front of your guns, I'll admit, but chances are you're turning as you're doing it so you're equally at fault. Have some trigger discipline and you should be fine, and even if you do hit one it's a small bounty that you can easily pay off at your local station (I have only once been killed so far and that was when, in a sidewinder, I accidentally attacked a system authority vessel. After upgrading I can easily escape).

The last hitting has been 'fixed' in the latest patch, although I didn't think it needed fixing; after 250 kills I've had maybe one or two stolen away, it's all about timing. As for hitting security vessels; well situational awareness will help with that. Pay attention to the radar and hold off your shots when they line up in front of you or behind your target. I agree though thatt they should be more forgiving regarding a stray bullit that hit 'em. I expected more of you with a forum name like that ;)

Again 20,000 No reward gained at all. i think the previeus bounty was becouse of ships i killed before/ i demand you fix this issue and give me 39.000 credits

Do you mean 'no reward' as in the bounties arent showing up in your transactions tab?
Also, the 190k reward for killing them is given to you not as a bounty but as mission completion reward, turning in the mission is the only place you get that money from.

If you have received the bounty (the blue rewarding message), you should check your Transactions tab. All your unclaimed bounties should be there.
Also if you are using KWS, note that some of them may be redeemable only in certain factions (Feds, Empire, Alliance or local factions). In order to redeem it you need to fly and dock at a station owned by that faction.
From there you can redeem your bounty.

However if you are receiving a message for 40k but you may cash in only 5k and there is nothing in the Transactions tab - you should open a support ticket.
Also try to make screenshots and attach them to your ticket.
