bounty hunting using a solar system's nav beacon?

I've heard it mentioned here in the forums that if someone wants to bounty hunt, that one way to do it is to travel to a system's nav beacon, scan the beacon, and just sit there and wanted NPC pilots will show up. I've scanned nav beacons before but that was only because I was doing it as part of the type of bounty hunting mission that involves going after a very specific NPC pirate with a specific name. If I understand this right, I'm supposed to travel to the beacon, scan it, and just start scanning the NPCs flying around the beacon until I find one with a wanted status?
 
yup and bring a kws for extra credits for bounties thata pirate has in other systems to maybe make extra per kill
and go to a compromised nav if you want more elite pilots per square light year;)

Scanning the nav beacon itself is optional - it's just a place where lots of NPCs show up, some of them wanted.

A "resource extraction site" (RES) in planetary ring systems is often a better place to bounty hunt - more pirates, and they come in a range of danger levels (Low, Medium, High, Hazardous) depending on your skill and ship.
 
Don't waste your time. It can be very boring and frustrating at a nav beacon unless it's a compromised one. Instead go to a high resource extraction site that you find in ringed planets. There, you can fill your boots with bounty money. The police will help you.
