PvP Bounty Hunting WARNING - KWS wont let you off Pilots Federation Bounty. PVP Bounty hunting is DEAD.

I dont know if this is a Bug or not intended by Devs. But even if you kill a CMDR that has a bounty elsewhere you still get a PFB on your tails.. this makes PvP bounty hunting even harder than it already is!

The bounty of the system, fine it's their law and by their law they are clean, BUT the for the PFB this guy is wanted, hence why i have access to it's bounty... where do you think this data came from?! Even more, if the PFederation is doing bounties outside of their jurisdiction, an active bounty should be enough reason to NOT give me a bounty. I mean... what's the difference for the PF if i killed the guy in the system or elsewhere? It makes no sense...

I'd say the bug there, is the target ship is not shown as wanted in the panel, or am I confused about what's going on?
 
The KWS doesn't determine wanted status (this is true of NPCs too), so if a CMDR has a bounty in a different system that you discover by KWS'ing them, but are clean in the system you / they are currently in, then you will be come wanted for shooting / destroying them.
That's how it is, you cannot kill if the player/npc is clean in the current system, no matter their status in other systems.
 
That's how it's always been. It's only legal to kill someone who is wanted in the system they're in. If a pilot is wanted by the Grand Waterbuffalo of Hakon 12, it's only legal to kill them there. If you jump over to RNG-123, that pilot will be clean in that system, so a bounty hunter has to to decide if they want to commit a crime to collect an out-of-system bounty, follow that pilot until its legal to collect that bounty, or ignore it and move on.

Personally, I'd like to see all bounties issued by minor-factions aligned with the Superpowers be collectible anywhere within their territory. It makes no sense that I can kill Federation ships in system A, and the jump over to system B (also a Federal system) and be treated like a valued ally.

Yeah, I totally forgot about that aspect. If they had separated PFB bounties from the NPC system bounties it would be a different story.
 
Wasn't the PFB supposed to be global and valid everywhere lawful? As I read it, it should make players wanted anywhere outside anarchy systems, so I'd say bug it.

(edit) as explained again below, I misread. Of course you're getting a PFB if you kill a clean player who does not have one. I read it as if the OP killed a player with a PFB and got wanted from that. I blame Friday evening and the week was looooooong.

From what I understand PFB's (for destroying clean players) are valid either superpower or galaxy wide (anarchy systems exempted). OP destroyed a clean player (who presumably had a standard bounty for destroying NPCs or whatever), but has now got a PFB because they destroyed a clean player.

If the OP's target had had a PFB, then they would likely have been wanted... :)

I remember vaguely when they discussed it originally it was supposed to be the case, however, I don't know if that actually came to be- IMO it *should* be lawful everywhere, though.

That wasn't my impression, nor would it make much sense, IMO. That would require factions, both major and minor, to surrender yet another part of their sovereignty to the Pilots Federation. Members of the Pilots Federation already act like we're above the law as it is. Giving the Pilots Federation the authority to essentially execute anyone who gets on their bad side would be a step too far.
 
The KWS only collects extra bounties. It doesn't give you any authority to collect bounties. Somebody is either clean or wanted. If they're wanted, you can kill them without penalty. If they're not wanted, you become the criminal if you shoot them. It couldn't be any simpler. The guy killed by OP may not have killed another commander to get his bounty. It could have been an NPC or two that he accidentally killed. If he had killed another player, he would have been wanted.

The player at hand had 26K bounty in X system

I have performed a KWS scan on him and found this bounty.

I have killed him on Y system.

While the system Y bounty is 100% fair.

The Federation bounty is not. The fact is that this CMDR was wanted elsewhere. which give me total authority to claim it.

Think about it. If i have killed him at the X system The Federation would not care a little about giving me a bounty. BECAUSE IT WAS X SYSTEM AFFAIRS.

When I brought the X SYSTEM AFFAIRS TO Y SYSTEM. The federation have no business in the situation because i was claming a bounty of X system.

Oh And was not 1 or 2... 26 K is somewhere close to 5 or 6 deaths... not accidental i can assure you... the guy started shooting the moment i finished the scan! He did not get a bounty for that because i never have crimes on.

If you kill a pilot (NPC or player) with a bounty in a different system than you are in- and they are not wanted in the *current* system, you will become wanted for killing them.

If however, they are wanted in BOTH systems, you may kill them at will and not be wanted.

The player had a faction specific bounty in another system. They were clean in the system you destroyed them in. You committed a crime. Now you are wanted.
 
I would say it is 50/50. While I do agree that killing a Player who is clean IN THAT JURISDICTION should incur a local bounty (with the 7 days timer) , killing a Player who has a bounty (regardless of where they are at the time of their 'death') should not incur a PF bounty. Imagine, if you will, that in circumstances such as this the PF could be similar to Interpol.

Yes, but If the federation is going out of it's jurisdiction to give me bounties, what's the diference for them? The Wird faction i get it. it's exactly what you are talking about...

BUT FOR THE FEDERATION OF PLANETS...

what difference would it make? If i killed this CMDR on the original bounty system or in Wird?! The guy was wanted somewhere else i I have the prof of that . I should NOT have a PDB bounty.
