So I've been bounty hunting in High and Hazerdous RES sectors for a while as I tend to play in private group with friends. I see bounty lists on the stations all the time and sometimes the bounty just for one person is like 1.5 mill or more, are those for real players or NPC's or both?

Just real players I believe. Never seen an NPC bounty higher than about 400k. If you ever see a FDL in a RES, jump on it, those things are worth a fortune.

Yes these are good ships. Even vultures are now getting over over 100k.
6Ahh Fer De Lances yes they are about 80-100k, but I get nicer hauls from condas and pythons usually which is really what I primarily hunt. On the fact that the bounty board is real players, does the game put in an NPC place holder for a player? basically a NPC with their name and same ship/design when they are offline?
