Bounty mission enemy rank?

I might be thick (actually, I am thick, just ask my wife) but is the average rank of the enemies enountered in a hazres dictated by the active massacre mission or would that only be in the blue POIs? And if so, how does this relate to stacking? The last mission taken? The first mission taken?
It's just that I've temporarily become what I hate by upgrading from my beloved small ships (to a Krait again) so I can have 3 Pacifiers and maybe some larger enemies, and I'm still coming across an inordinate percentage of low-ranked eagles etc in the hazres.

Only the Blue POIs. Hazres spawns would be dictated by whatever rules govern spawns in Hazres. I have no idea what those rules are, and whether combat rank would be involved or not... I would suggest not for <reasons>, but no way I could guarantee that.... <reasons> being that there's Low/Med/Haz Res sites, so presumably each would have their own set of rules.... again, that may still feature rank, but it shouldn't be affected by missions.

If I'm reading your question right, since it's unrelated (in my opinion), it's got nothing to do with stacking.

But just to go deeper, stacking wouldn't interfere or be affected by anything. If you had a Harmless massacre, and an Elite massacre stacked for same targets, same system (regardless of if it's cross-faction stacked or not), you'd go to the system and there'd be two mission USS; one would be a spawn of targets of difficulty relevant to the harmless mission, the other would be a spawn of targets of difficulty relevant to the Elite mission.

Of course, regardless of which you killed, they'd attribute to
  • Any massacre offered by a unique faction (e.g cross-faction stacking); and
  • The mission with the least time remaining, if two missions are stacked with the same faction.

In my experience, that happens. It's why I don't bother with Hazres usually.
 
HAZ RES spawn depends afaik on:
- Shiptype you fly affects Shiptype and rank of NPC in Ships beyond your ship (if you are elite and take a sidey, you get Master FAS - if you take a FAS, you get dangerous, deadly and elite FAS.). i personally dislike the shiptype depending spawn - i always loved battleling a conda in my eagle - but USS and missions are independent from it, so that's your chance of having beefier enemies.

- your rank affects HAZ res rank somewhat (if bountyhunting with a beginner, i have him to get into the instance first, so the ships spawning are less beefy).

Okay, thanks for that mate. I thought I was going to get harder enemies by upgrading ship size. Hasn't worked that way for me so far. Could be rngeezus.
Problem is, I can handle the lowering of the agility upgrading to the Krait, but I don't think I can bear to lose the 3 Pacifiers and 2 med plazzers if I go back to the Vulture.
I'm undergoing an existential crisis.
 
In my experience, hazres or compromised beacons don't care what your rank is. My novice alt dropped into one last night and sure enough, dangerous and elites everywhere. Doesn't mean low rank stuff won't appear but I don't think it's skewed much by rank. Might be that more spawn for more players though.

In addition, the random ships that spawn when you drop out at a ring (not a poi) are definitely based on your rank, consistently (tested in the same shared wing instance whist mining on two accounts). I'm sure that these probably appear anywhere when you drop out so you'll probably see these in hazres too.
