Horizons Bounty system

Does anyone know how the bounty system works now in 2.1

I had a bounty on me for 6200, for killing something I guess. It then went up to 12400, now with 3 days to go it has gone up to 18600?

I have not been back to the system or killed anything else, just been doing missions. Also in some systems the bounty does not show on my transactions at all??

Can anyone explain please.

I would submit a bug report with screens. Maybe others have reported it too?

I know I have a problem with disappearing bounties... making it hard to tell who does and does not want me dead.
