Brewer fines

Why would the Brewer Corporation fine me 19,000 credits for delivering 20 combat stabilizers from a station directly to a construction site that the Brewer Corporation listed as a requirement to build that station?
 
Because the crime-related gameplay is an inconsistent mess and has been for years. You're allowed to deliver Combat Stabilisers, you're just not allowed to transport them.

Usually this confusion works in your favour: you're not allowed to transport personal firearms in many jurisdictions, but you are permitted to carry and use them. Even fewer jurisdictions permit the transport of battlefield heavy weapons, but they allow and encourage you to carry and use them on the outside of your ship.

(On the bright side, a Brewer Corp fine is about the least consequential sort, since the construction sites don't care and they don't own any normal assets)
 
I got fined yesterday, and originally thought it was because the shoddy autopilot for the construction site kept ramming me into things. Only later did I realize it was because the security station asked for Battle Weapons and Combat Stabilizers, and I foolishly gave them what they wanted.

In established systems back in the bubble don’t you only get the fine for being scanned with the goods on board not for successfully evading scans and selling the goods?

I am pretty sure that was how it worked last year when I was selling rare booze I. Systems where it was illegal.
