Heat weapons are useless currently. Why not use them to punish shield hulks? This would make hull tanks and hybrids a valid and practical choice, and prevent people from blindly stuffing as many boosters they can into a ship. People will have to give thought to utility slot use, and consequently gives the player a gamble- do you run epic shields that have a giant flaw, or make a ship thats less prone to attack in this way by compromising a bit?
Heat effects scale with the amount of human shield boosters a target is running.
Guardian boosters do not magnify this effect (making them a useful alternative, and reason to get them).
The base shield type may also play a role- thus a low power efficient shield would be heat neutral (making it a useful engineering effect and not something purely for low power builds), bi-weave / non boosted regular shields neutral, but prismatics increase heat damage slightly. In this way a x8 shield boosted 8A prismatic will cook the ship, while a non boosted hybrid will be unaffected by heat.
Also, buff Mahons Powerplay weapon- the Retributor Beam Laser to make it useful in this context.
