Back in 2015, there was a community goal from Lagerkvist Gateway in Synteini to bring them Slaves, who would then be re-educated to the Imperial way of life, and then re-sold as Imperial Slaves, so they could work off their purchase and education debt and eventually become free citizens of the Empire.
According to the Lore, Lagerkvist is supposed to be home to the largest Imperial Slave market in the galaxy - which is a bit odd, because ever since Powerplay 2.0, the stock has consistently been below 200.
This gave me the idea; why not re-open the re-education program? Basically, for every 1 normal slave delivered, 1 Imperial Slave would be available for purchase. This would allow Imperials to do a good deed - giving these slaves the opportunity for a brighter future - and also work with Powerplay at the same time, by giving a much larger potential source of Imperial Slaves!
Slaves would, of course, have to be legalized in Synteini, or at least in the immediate proximity to Lagerkvist. But given that only Torval has canonically found a good solution to the problems of chattel slavery, and given she has the bonuses around Imperial slavery, I think it'd make a lot of sense to have her both expand her work on solving the problem, and profit from it!
