Powerplay Faction: Li Yong-Rui Bring Sirius Franchise Packages from control systems.....

I'm at a loss how I could help prepare one of the systems in this cycle (HR 2776) for example. I'm supposed to bring there some Sirius Franchise Packages and I can't figure out where to get them! I'm in Ross 409 controlled system and in contact, or market or even the faction screens I cannot find those packages (software)?:eek:

Conversely, I obtained some powerplay points with this faction, am in one of its controlled systems and wonder how to convert them into merits??
