Broken naval progression missions?

I have taken three separate missions to wipe out a number of pirates in a system but when I go there they are odd. Finding a USS is very hard and when I do stumble across one it only has canisters of various goods. I have tried restarting but same problem. Earlier seek and destroy missions were no problem.

Known bug or am I missing something?
 
Hi, yes there are issues with them,

I find the pirates are in the unidentified signal source areas intermittently. Sometimes you come across another ship and have a contract update thing pop up but the comms is so quick that it's only when you try to chat that you can see they've talked to you. Half of the conversation seems to be missing and the actual mission in your HUD hasn't changed, that would be nice so you can try to follow what should be a story. I am now chief petty officer and have given up on them as I have been sent to several sectors to await instruction but no instructions appear. As these systems have poor trade potential while I wait I've headed back to my main area for trade as it's just not worth it.

I find this game is getting very samey as each sector is much like the others, like playing a cards in McDonalds, the scenery looks a lot like the last one be it in another country or not and the game is the same wherever you go! I'd like to see some video clips or something to give the game more depth.

This is the worst type of variant of naval missions because it is not clear how to do it at all. I killed pirates by going to the nav beacon. You should be able to find them at resource sites and maybe at asteroid rings. How can you tell which are pirates? They scan you and demand your cargo (or lament that you have none). Just carry a ton of biowaste and they will shoot at you for it. Those ships should give pirate progress for the mission.
 
Pirates I pull out of space or who interdict me do not count but the real problem here is the difficulty in first finding a USS (normally easy) and unfortunately the systems I am being directed to have no Nav beacons or resource areas to hunt. I might need to go to a more populated area and get a new mission.
 
I put the throttle to minimum in SC and wait for the USS spawning directly near my ship. I have never waited longer than 2 minutes for a USS that way and I can directly enter them that way because the distance is already perfect. Inside, I scan every ship with the Kill Warrant Scanner and destroy the ships with bounties. Destroyed 8 Ships that way, 4 of them were the prirates I needed for the progression mission. Works fine for me.

Get in a system and fly around in super duper cruise at the slowest speed. Look at the left UI, you should see USSs pop up regularly.
