You should write this in first topic. Not now after my post.
Speculations, speculations ;)

From my experience: RNG is hard to setup. It take's time to get something in balance and something to work well.
I played Diablo 3 long time enough to know that. RNG also can be tricky for players mind. You can imagine things about how He works.
But it's a high chance that you are wrong.

I had this very problem ( June 24, 4:30am to 6:30am EST ) in Ninmah system.
.
Tried three different RES sites. NO wanted ships. I mean ZERO. Very few ships period. Had a few miners and a few Auth ships, but no wanted. Very bad. I gave up after 90 minutes with maybe one or two kills.
.
Odd thing was, I went to the nav beacon for my last 30 minutes, and it was AWESOME. Never seen a nav beacon coughing up wanted like that. Made 800k in 30 minutes. Literally tons of them.
.
This after noon ? June 24, 11:00am to 1:00pm, same RES sites were TEAMING with wanted, and good ones too. Had a Master Python with two dangerous vultures in a wing. TWICE. Also had TWO Fed Dropships in a wing ( What ??? ). Tons of big credit targets everywhere. Had a few Clippers winged up with couriers. I would have camped all day except I got over-confident and burned all my SCBs. Those Python-Vulture/Clipper-Courier wings will mess you up in a solo Vulture.
.
So, it really seems to be time of day ( or server load ) related.

Yesterday it took me 9 attempts to get a good spawn. I just went to SC and back until I saw a wanted large ship right away. That is when I know I have a good spawn. Sure enough, 5 friendly Fed Anaconda's show up and wrecked every large wanted ship until I was getting bored. I've been doing this technique for almost as long as I've been playing.

I think its all random. If there are no wanted ships, leave and come back. I don't even bother sticking around a sparse RES unless I see a bounty of 70k+ cr right away. Does Open vs Private affect spawning? I can't say for sure.
I do know that time has nothing to do with good spawns. RNGesus doesn't give a crap about your Time Zone.

edit: I also look for yellow smoke trails in the distance hoping it will be a wanted ship. Even the new Diamondback counts as a large ship technically; if you see a wanted one of those right away, you will most likely get a good spawn.
Imagine you are in a 15-25km bubble with the RES in the center. Large ships can often spawn super far away if you suddenly stop encountering enemies.

As I've said before, it's more than RNG. 1 week, three commanders testing, about 70 hours of testing. Dozens of system, many hundreds of instance resets. Random means exactly that: it does not mean consistent and unchanging which is what I have been getting.

Anyway, something changed last night: someone may have tweaked something somewhere...

Like a light switch, the spawns suddenly behaved as they should for my game time 1300-1600 GMT. Nothing like what some other people report, but definitely behaving correctly. I know you guys who have not had trouble with the spawns simply can't wrap your heads around the problem, but the difference between the problem and working correctly is like night and day.

I have never been looking for huge streams of large ships, just for spawning to work right, so that I have something to shoot at other than the occasional paper sidewinder in a high res. Last night that is what happened, and it held between systems and instances - even your beloved RNG was working, I could see the variations between instances. As it should be. There was even a noticeable difference between high res and med res, again as it should be but was not happening before.

I can only hope the issue is gone for good. Tonight will be telling.

It's quicker to just drop to the main menu and reload. At least its not as soul crushingly tedious anyway.

You're right it is, but I don't find it soul crushingly tedious to do a little SC loop de loop. I find quitting and coming right back to completely kill what little immersion I have left. Glad we have an option at least.

Logs are broken to hide bad spawns?

The post I made yesterday has been completely destroyed.
In my 2 days of using a log reader I was able to chat times and spawns, I was pulling data when a wild and evil FD attacked.
New logs only show thing you have killed, they will tell you if the thing you killed has been "Cloned" ie re spawned, but its not like it was.
Old logs Vs new logs.

I used to have problems with RES's about 2 patches ago like everyone else. But for me they are back to normal for the most part. Sure I need to relog a half dozen times to get Clippers and Vultures and Pythons (oh my!) But the big bounties are definitely there and consistent once you get the right instance.

I read somewhere earlier in the post that reputation might be a factor and I would not be so hasty to dismiss it. I have had brief sojourns to new systems that have been desolate, but when I return home to where everyone know's my name, pirates and the man alike, I can assuredly settle in for a good laser show.

Just my experiences.

Where are you folks getting 4mil per hour? Even in 1.2 I never got those levels of bounties in RES, and I RES farmed for weeks. Best I got was about 1+mil per hour.

High intensity res. When it comes on the boil it's fabulous.......

Wait for the big - ship spawns.

ED = SPACE TRUCKING

I have been playing for months,
I have tried everything, Mining (Complete garbage), Exploring(Done well but no money in it) Bounty hunting(Was consistent, 1.3 is not), Smuggling(Cargo scoop mini game), and Trading (SPACE TRUCKING)
This random bull of instances being reset for HOURS to get a good one is a waste of time.
This game is not complete its BETA at best, bugs, each patch breaks tons of other things, and the TIERS I.e, careers are not close to even, I was using the Logs to gather data. But the was now changed.
I don't think this game is worth playing. When the Repairs were broken it was unplayable.

Logs had useful data, YES people where exploiting it, but what damage does that do? Smart people make more money than dumb people? Huh sounds REALISTIC TO ME!

Compared to these this game was released EARLY to compete.

Spawn time lock (countdown method).
What you think? Its possible? I saw that in Diablo 3. Modifier for RNG.
Few hours you have good spawn rate, in next few hours you don't.
Definite by time, not server time or global time.

They should just have a setting in the right hand panel :

"How big do you want NPC spawns to be?"

Give traders sideys to fight, and hunters get elite anacondas. Now everyone is happy and enjoying themselves.
