The permit issue was fixed yesterday, thankfully.
It's been mostly covered here already, but the general consensus for optimal mining is:
Outside a RES the fragment drops are less.
Inside a RES the fragment drops are higher (same for all types).
The yield percentage increases with RES grade (Low, RES, High, Hazardous).
The yield percentage decreases 20km from the marker.
Pirates will frequent you less often between 15-20km (but can still appear).
Pirates are more likely to scan you upon entering the area initially, so when you enter, either enter slightly further away (50km) or boost away, if you're carrying anything.
Don't bother with a Low RES, I used a Pristine Low and it took me 6-7hrs. It wasn't optimal mining, I allowed my Limpets to collect materials of destroyed ships before moving around, but still.
Fit the biggest cargo hold you can, fill it with Limpets, fit the biggest Collector Limpet Controllers you can if you want to mine more than one rock at a time (Limpet distance from ship increases the higher the controller), fit an A rated controller whenever possible.
Ideally you'll want at least 3 Collectors out at a time. They tend to spack out more at 5+ I found.
A 1 or 3 size Prospector is suitable, I never needed more than a size 3.
4A Refinery is preferred, especially in areas with high selection of materials.
Use medium Mining Lasers over small, two mediums are better than 4 smalls and not only mine faster but consume less distributor draw.
Two mediums are optimal. You can fit more of course for faster drops, just the draw/drop becomes less.
A 6A Distributor with Charge Enhanced will fire 2 medium Mining Lasers indefinitely at 2.5 pips (rest in shields). Might've been able to do it on 2 pips, can't remember.
Fit as many Res Aug Boosters and at ideally 1-2 Point Defences for added protection. The point defence will destroy any incoming hatch breakers.
If you have a ship that can accommodate an SLF, fit turreted Pulse/Burst Lasers everywhere but the 2 medium points where your Mining Lasers are, set them to fire at will and your pilot to engage at will, once you've mined the rock, position your ship so the fragments/rock are under your belly and switch fire groups to Pulse Lasers and let your Collectors do their thing. When you have a Pirate attack, your SLF and Lasers deal with them until the Authorities blast them without you clicking a button.
For this reason, stick with RES or High RES.
If you don't have a ship with SLF, throw on some Frag Cannons (ideally with Double Shot/Screening Shell), when you hear an approaching pirate, turn on the spot. Scan them back and blast them to hell with the frags, you'll likely tear their Shield down a bunch if not all, by the time they take evasive action. Let the Authorities polish them off. If your shields and boosters are decent, you shouldn't take much of a dent and maybe lose 1 ring at most.
OR~ Hope they're not after your Bromellite and just drop them the other stuff you have, then they go on their merry way.
