If all the stats are roughly 3/4 done for a given upgrade then the next upgrade becomes available to you. So you don't have to max out the previous level before upgrading to the next.Hmmm, it has been my experience that you can't actually upgrade your module to the next level before you complete the previous level. Perhaps you are confusing upgrading modules with your engineer rank?

The engineer's bases are hostile if you don't have an invite, as in OP's case. If you attempt to approach the base, they'll blow you to smithereens long before you get to land. The only hostile that doesn't matter is powerplay hostile that you get when pledged to a different power than who's in charge of the system you're in. that's nothing to do with engineers.Hostile status is OK. Nothing will attack you. It will be due to your super power. Shouldnt prevent you unlocking anything.
Wanted status means death if you try and dock and get scanned. You can dock while silent running to avoid a scan.
