(bug?) A populated system with no factions

Today while exploring frontier systems I found HIP 106040. (EDDB data inputted by me)
As mentioned in title, it has some population but no factions and no government.
I saw frontier systems with no stations at all, I saw systems only with unlandable settlements, but never seen a system like this one.
Here is how it looks on system map:

Is it a bug? Have you seen another system with no factions?


PS: I made a few notes about frontier systems while exploring them. Maybe someone else already mentioned it here on forums, but here are some thoughts of mine:

First of all I have a theory that with Horizons' launch some of these distant systems "bursted" to nearby systems, which previously were completely empty, with a part of their population and brought their factions, economy and government there as well. The process looks automatic and the systems to "burst" into were probably picked by RNG. BD+22 4939 is a good example of what I mean, look around it and you'll see. What is interesting about those so-called colonized systems is that none of them has a space station - only planetary ones - and only some of these stations actually have landing pads (most are just "settlements" or whatever they're called). I found some systems that had no stations and settlements at all, but had factions and government - my guess is that the stations actually exist there on server side, but they are invisible for now due to being on atmospheric planets. And so far that HIP system I mentioned above is the only one with nothing but population.
 
With a population of 86 I think it might have trouble supporting much in the way of factions.

"Commander, we urgently need you to take this package to Bob in the office next door. Make sure Alice doesn't see you."

"We've all decided that we're using Tetleys tea-bags and skimmed milk, okay?"

You're giving me flashbacks of the 3294 Low fat milk war. Much bloodshed.

On topic: there must be a planet colony. 86 people is not enough to run a station/outpost. I'm guessing the population was added by Frontier but factions were not.

It would be great if there was a system somewhere with a population of 1. Hell, maybe we just haven't found it yet lol

So back to the OP. Where are those 86 people living? Need to be somewhere?

Still doesn't explain why there is no factions though.

There are loads of factions. I doubt you can get past 5 or 6 people without factions forming.

However, the dominant major faction currently in control of the sole communications relay has a steadfast policy of telling Universal Cartographics absolutely nothing....
