Today while exploring frontier systems I found HIP 106040. (EDDB data inputted by me)
As mentioned in title, it has some population but no factions and no government.
I saw frontier systems with no stations at all, I saw systems only with unlandable settlements, but never seen a system like this one.
Here is how it looks on system map:
Is it a bug? Have you seen another system with no factions?

First of all I have a theory that with Horizons' launch some of these distant systems "bursted" to nearby systems, which previously were completely empty, with a part of their population and brought their factions, economy and government there as well. The process looks automatic and the systems to "burst" into were probably picked by RNG. BD+22 4939 is a good example of what I mean, look around it and you'll see. What is interesting about those so-called colonized systems is that none of them has a space station - only planetary ones - and only some of these stations actually have landing pads (most are just "settlements" or whatever they're called). I found some systems that had no stations and settlements at all, but had factions and government - my guess is that the stations actually exist there on server side, but they are invisible for now due to being on atmospheric planets. And so far that HIP system I mentioned above is the only one with nothing but population.
