Bug or am I doing it wrong?

sorry if this is a stupid question however .
I have done maybe 30 restart settlement missions and have a grand total of ONE genetic repair med

so I googled and i found a post saying Martin's settlement at Orrere had a good spawn rate of them so I decided to break my one golden rule and go rogue just to get the meds I need

I broke into the settlement, went into the extraction building and every single locker I opened, regardless of locked or not was empty

this makes no sense to me. is this a bug (I tried 3 times racking up my notoriety something else new to me) or is it "game logic" for me doing it "wrong".

in the restart settlement missions you get the odd empty locker but every single one? never seen that before

I wouldn't do restart settlement missions for loot.

The way I did it was to look up systems with all Anarchy settlements. Then I'd stack up missions for these settlements at the local station, wipe out the settlements, loot everything, and repeat. The important part is making sure the mission target is an Anarchy settlement so you don't rack up Notoriety. And since the systems I found were all Anarchy settlements the missions were mostly going there. Often times the mission rewards had the goods I needed for engineering too.

I used ED Odyssey Materials Helper to create a wishlist for all the materials I need. Then used the bartender to trade up/down for what I had missing.

This is the ship I used. Missiles to wipe out most of the settlement from the air. Multicannons to clear the defense turrets. Once I upgraded my suit/weapons I could just clear the settlement on foot if I wanted.

The list I made is below. The "anarchy" column is the # of anarchy settlements. The "other" column is the number of non-anarchy settlements. I picked Keiadimui because it only has one star so the distance between settlements is short. The binary+ systems like HIP 17519 have long travel times between stars.

I have raided LOTS of settlements in Keiadimui.
And yes, two C2 dumbfires (for the soldiers), a beam laser (for the drones) and MC (for the ground turrets) is enough to clear out any "hostile" presence, as long as there are no security ships spawning to spoil the party (like at some military threat 3 settlements).

I got only a few Genetic repair meds.
Then managed to get a few more as mission rewards (while doing restore/reactivate missions actually).

I am about to switch the Fleet Carrier shopping to speed things up getting the engineers unlocked:

After all, these 10 billions credits that I earned doing 10 days of Exobio are meant to be spent... 💲💲💲

It's RNG. AKA Frontier Gameplay™. Reactivates are a good way to do it because they are perfectly legal and they keep you moving around which not only opens the possibility you'll find a place with a better drop rate, it's also more interesting than hitting the same places again and again. Mining, Industrial (chemical) and Medical seems to drop them more often. I never had too much trouble finding them. 🤷‍♂️

The issue is that the place has generally already been looted, whether you find scavengers there or not. Lots of lockers are already open and emptied, even some that were protected by a passcode...

...which makes me realize now that I have not tried to loot the scavengers after I shoot them down (or drive over with my SRV...)...
Can you even loot corpses??

You can't loot corpses. There's nothing worth taking (except possibly drugs) in code protected containers. Everything else can be cut open. Empty settlements can be caused by relogging on a settlement. There was a bug where settlements in non PP regions were not producing loot, which I thought was supposed to have been fixed. Of course, now PP regions may have the complication of PP agents taking holidays in deserted settlements. Either way, I'm glad I did all my foot engineering back when it was "too hard". 🤷‍♂️

Had that twice today, so definitely still happening, plus scavengers, which the PP lot seemed as unhappy as I was to encounter.
On the second reactivation, I left the power station after turning it on, only to run straight into one of the PP happy campers who shouted "Sabotage!" at me and then the whole lot of them turned hostile, so there is that to watch out for too. I didn't stay to loot that one.
 
1. Land on the pad, then deploy your SRV.
2. While they swarm at you, pips set to 4-2-0, run in circle and turn them all to pancakes.
3. Reactivate and loot in peace.

I did that systematically for my last ones...was in a rush

If you "log" on the planet/instance the items are removed.
You probly know that, but I mention it just in case.
You need to goto super cruise to re-initiate the instance.

PS out of curiosity in a reboot settlement missions after rebooting but before I leave , can I take back the power module and still succeed the mission (admittedly that is pretty high on my exploit meter if you can)
 
The mission is not complete until you leave with the settlement powered up. If you return to loot again having gone into SC, the settlement will be powered down.
 
Though there was a hilarious time where you could recover the Power Regulator. But since they removed PRs from suit upgrades there's really no point, the majority of reactivate missions supply the PR anyway.

That's correct. Completed 10 restore/reactivate missions, and the PR was supplied and automatically present in my backpack...

I had been patiently collecting PRs from all these massacre / assassination missions for naught... :-/

thanks everyone for your answers. typically I not only have all the genetic meds I need, now I have loads of extras. now to continue the dance I am after financial projections. 1 down 14 to go!
to be honest I am glad they have fixed the power regulator exploit it would have been silly if they allowed you to steel it however I would have felt cheap doing it . I have 2 in my inventory which means if I need to fire up a base for what ever reason if it's not in a mission or supplied I can (so long as I remember to take it with me after)

I was in an inactive settlement once looking for the mission item that I had to recover and gather some loot. I hear a ship and start running and hiding. It's another CMDR, and his mission is to reactivate the settlement. He is not interested in looting, so he just inserts the PR, gets the settlement on line and leaves. The only interaction between us is an 07 via the chat iirc. I find my mission item, continue looting and the last thing I loot is the other CMDRs PR. As he will have left and gone into SC, his has a mission success.
 
That is the interactions i miss out on in solo. i hope after the patch on weds the performance is sorted on the steamdeck and i can venture back into a muliplayer group. i dont at the moment as the performance can tank so badly at random times - worse on the deck than my pc - and i do not want to negatively effect other players experiences.

That is precisely the multiplayer i want in my games with random players. not fighting just the odd bumping into and maybe a bonus bit of help on the odd occaision before going your separate ways.
