ok. this is actually not a bug, but an inconvenience that HAS to be a designed oversight. I accidentally tresspass whilest helping to repair the damaged station. simple fine... right? NOPE! im in a large ship... only one station that i can land at... NO CONTACTS at the damaged station, and im anonymous, so i cant access ANYTHING!!! i cant pay my fine, ANYWHERE else in the system... so now i have to track down an INterstellar Factor (which seem to not be stationary, but ROAMING) and then RETURN, all for a 150cr FINE!!! not a bounty for MURDER... a FINE!
BUG? or Opperating as intended?

Go find an interstellar factor, or a station where the fining faction has a presence, and pay your fine.
Hell you might be able to clear a fine on the rescue ships, if the fining faction has a presence.
i believe i mentioned the Interstellar Factor...

Well, regardless... yeah, if a station is going to be issuing fines, then you ought to be able to pay them at that station.
An unfortunate chain of events is basically all this is. The IFs do not roam. They are stationary, but if you P off a faction that has a presence in the system where the IF is located, you may be blocked from using it.
Trespass fines are not instantaneous. You have to spend a decent amount of time inside of one before any fines are levied on you.
I'm not going to attempt to apologize for the C&P behavior in fringe situations like this because I believe that issues like this need to be better anticipated by Frontier and the system tweaked to avoid dumb outcomes like the one you describe.
In the meantime, all I can suggest is to be more careful of what you are doing and where you are doing it.
