Are you getting "Navy" missions listed in the Mission Board from any Empire minor factions? Are there any Empire minor factions in the system?
The Mission Board softlock bug had a temporary fix applied today with the addition of a single mission from each faction which you can't accept. Some have reported lower numbers of missions overall. Perhaps the duct tape fix is causing rank up missions not to be returned from the "Lonesome Loser" mission server.

Probably this. Are you in an empire controlled system with empire factions? Keep looking!
