The mission is broken because you were given the counter offer before the specific location. This is a known bug.
The work around is to fire upon any NPC vessel that speaks to you, if it's not giving you the location, before it gives you the counter offer. Turning them hostile will prevent the mission from updating incorrectly and becoming bugged.
