Some NPC's are bugged and are constantly shooting with their plasma thingies.
The big issue is that when they hit you it does not turn them red (hostile) so if you fire back you will become wanted.
Real problem are bugged system authority NPC that are shooting at me when approaching, shooting at me while scanning me and I end up with 50% shields in haz res or high res in my minnig rig...
btw WTH is system authority doing in haz res anyway ? They dont engage pirates because haz res, there is no purpose of them being there so this is another bug.
