Bugged Salvage Missions

So, during recovery missions (the kind you can get with the structural disaster or natural disaster event) can be outright nonsense sometimes. When it works, it's nice for someone who likes a mix of trading and exploration. HOWEVER, I have had recent troubles with the randomly given "scavenger" event, as sometimes guards still roamed around the outpost, and even seemingly worked with the bandits. This is all while the base is out of power. So I still need to cut into the building and restore power just to get things done. If you anger anyone? You can get a fine. Maybe even risk the anti-ship turrets destroying you if you've landed close enough. This is broken in the worst way possible. It just completely disrupts what I would hope is the intended gameplay loop.

Log included from the recent gameplay session. I feel as if this is a bug due to server loading as they are there as soon as the instance loads.

Nah, on dead settlements there's always been a chance that there are already scavs present. That makes sense, if there's a chance of scavs arriving, there's a chance they're already there.

What's new is with PP2 there's apparently power agents with nothing better to do than to hang around dead settlements. 🤷‍♂️
 
What I meant is that, regular guards appear as well on an abandoned/broken settlement. I'm not upset at the scavs, I'm upset at the guards being there when I'm very confident they shouldn't. Plus the guards don't actively hunt down the scavengers as well, at least from my experience.

Little events like the scavs can help the gameplay variety so I'm not against things like that.

Edit: By "regular" I mean the guards you'd see on any settlement. They weren't special or anything like that, just patrolling like you'd see on any other active settlement, including heavily guarding the power station which I need to repair to begin with.

If that is the case then I'm still wondering if this is intentional, as this is a complete overhaul of an existing system. It may be unintended, I don't really know. But thanks for the information - I have checked the wiki and there doesn't seem to be anything about planetary settlement power play guards.

But of ALL things, I was also allied with these people. I was in a Li Yong-Rui system and pledged to them. Nonetheless they act as an extra problem for repairing settlements. Maybe at least make this an intended event?
 
PP has always had such nonsense rules about it, who knows what is intended or not. 🤷‍♂️ The devs aren't talking on the forum, maybe the only way to be sure is to report it as a bug and see if support gives a definitive answer.
