Just wanted to know if blueprints that I have downloaded will be saved over Steam when I switch PC's and be on Planet Coaster when I load it up on the new PC?

Yes! I got a new pc today and all my save files were all there when I opened the game. You only need to manually transfer your custom music/media. You will need steam cloud on to do this though.
