Builds to counter FDL meta?

I am considering switching to a silent running build, to turn their aiming reticles off, (though I would be all-the-more susceptible to their railguns.)

...would otherwise suggest turreted pulse lasers with thermal shock, as they are a hot-running build, but unfortunately that is too easily countered with chaff.

Can anyone help me to fight this?

There's no true counter, however the Chieftain, Mamba, Krait MK II, FAS, and Phantom can give it a decent fight. It comes down to the pilot more than the ship itself most of the time in the typical random organic pvp encounter. Organized PvP is a whole different animal (and the FDL is very much the undisputed king there).

Best counter for meta fdl if you are not competetive in own meta fdl is frag mamba for wings and alliance family ship/krait with gimbal multis for duels, most fdl's have single chaff or fly chaffless. Stealth ships have place only if fdl have stock or LW d rated sensors, in diffrent scenario youare flying ship with inferior weapons and much weaker healtpool without any benefits that compensate for those losses and while in wing fights silent runners have some appeal , it's a lot of all or nothing effect if you run against emmisive munition and/or missiles

Don't run thermal shock, that's just gonna make you die even faster. The current meta is big shields, and thermal conduit plasma. Thermal conduit gives plasma a 60% damage buff while over 100% heat-- if you're heating up your opponent, you're giving them easier access to bonus damage. You'll likely be dead long before the heat causes them any problems.

They're gonna shoot an entire sun at you, then ram what's left lol.

this is a hard counter to the fdl plasma meta
but you need the flying skill in (m&k) fa off and its much more easier to achieve with relative mouse support

basically use a hull tunk (fdl, chief, fas) works best here, build it CORRECTLY (if you need help on this contact me, or join our discord, link is in my signature)
fly like it is described here (the 1v1 part) https://forums.frontier.co.uk/threads/being-the-anchor-is-a-challange-but-fun.507321/post-7729163 and combine this with constant rail gun fire on the opponent.
use 3 or more rails and a tactical weapon (corossive gimballed multicannon, drag seeker missile (to stop their possibility to move properly)) to increase the pressure on the opponent.
here are 2 examples where this technic is used in organic pvp

The is no real hard counter but there are definately some builds that can punish the meta build(s). For instance I like to use minelaunchers but they are only effective against lesser experienced targets. Otherwise, if it is the FDL you want to counter in particular, Cutter or Vette in smaller fights will simply outscale the Lance with stats.
Alternatively, you can try out silent running or force shells, etc.
Depends on what your style is.
But generally speaking, you will always have a major disadvantage when trying to counter any meta build in any PvP game. The art is to hide your weaknesses while showing your strengths and exploit your opponent's errors.
