built pirate base : cannot dock on it

What is the use of a pirate base ?
I just built one in my system. It's there. But... I cannot dock on it at all.
While it did game me a construction point of level 2... what is the use of a station I cannot dock in ?

Was it a pirate outpost or a pirate installation?

The point of installations is that they're a cheap way to boost a system's stats (the little sliders you see) and acquire construction points for further projects. Even an outpost will run you like 20k in materials, while installations are way way way way cheaper.
