Bulkheads vs armour

So on edshipyard and the like, we have numbers for hull reinforcement packages - as well as a base number for a ship. But we don't for bulkheads.

Does anybody know what the difference is between bulkheads and reinforcement packages?

Do bulkheads better protect against internal module damage? If I only had a limited amount of cash, which would I be better off spending it on etc

Apparently B grade modules are armored do a search it was in a post I read several days ago.

Armour upgrades (mirrored surfaces, etc.) increase your hull damage resistance (you take x% less damage), while the reinforcement packages increase your amount of armour (the hp of your ship).
