Bumpedy-Bump-Bump

So today I'm attacking a Wanted Eagle and a Cobra(clean) Bumps into me while I'm flying strait in Solo mode. He doesn't say sorry like a normal person. Instead he and his friend decide to attack me :/

I defeated the Eagle and got out alive, but I'm wondering if this is supposed to happen.

NPC's do have a habit of flying into you, though.
