Bustling Empire systems?

I'm considering relocating to another Empire system. Am looking for something with a bit of player (vs strictly NPC) activity. Any come to mind? Is Sorbago still bustling?

Sorbago has winded down, but the capital ships were still there about a week ago. They're probably gone now. Also, why are you hoping for strict PvE? Doesn't that take a huge portion of the fun out of it? The NPCs are childs play.
