But.. ...that's not what I built!

I'm slowly building out a bit of a test system (Pipe (stem) Sector CQ-Y c17) and thought after my initial military station I'd put down some agriculture so build a space farm and then attempted my first ground settlement (a medium agricultural Annona settlement). I just completed it but contrary to what it advertises when you're setting up to build it, it's now saying it's a small settlement and only has small pads. Is this a bug?!

My medium agri settlement has large pads. The nav panel tags it as a small(+) settlement.

Some bugs, some just really confusing terminology.

The bug: the build screen's "landing pads" statistic is entirely fictional (at least settlements have landing pads at all - installations and hubs have no landing pads and it still says they have them) so it's no help here.

The confusing terminology: there are four sizes of hub (tiny, small, medium, large) and three sizes of Odyssey settlement (small, medium, large) - but as a large Odyssey settlement isn't considered as big as a large hub, a small Odyssey settlement shows up as tiny in-game, a medium one is small, and a large one is medium.

Small (i.e. tiny) Odyssey settlements just have small landing pads (or occasionally a medium)
Large (i.e. medium) Odyssey settlements always have a large landing pad
Medium (i.e. small) Odyssey settlements sometimes but not always have large landing pads, depending on their specific design

For medium (small...) Agricultural settlements, the "Picumnus" design has a large pad, but the "Annona" design doesn't.
(If you're paying close attention when you place the settlement, the landing pads are shown on the preview, so you can see what you're going to get at that point)
