Newcomer / Intro Buy Exploration data...or not.

Not a new player, but something just happened that I've been meaning to ask about for ages.

I was in the Galaxy map, clicked on a system, and rather than the 'greyed out' system map button, I got the option to buy exploration data. Then, I could view the system. This option isn't available for every system (would make life much easier), so what is the rationale behind getting the option to buy the data or not?

The data must have been discovered and sold to Universal Cartographics already, or it is a populated system, and the system is within in x Ly of where you are trying to buy the data.

I think that is the gist of it.
