Quick Summary: Do Not leave Human Brocker specialty modules in Rescue Megaships for pickup or xfer later on.
Today I purchased 4E Anticorrosion Cargo Rack from human tech broker at Rescue Ship Cavell. The required mats came out of my inventory and I could see the new module available in outfitting. It definitely existed. I traveled to Finlay Hub in the Vogulu system where the ship I want it added to is. The new cargo rack did not appear in outfitting for transfer. I rebooted the game.. still didn't appear. I travelled to another station... it still didn't appear to exist. It also did not appear in INARA upon refresh. I returned to the Rescue Megaship Ship and it was there. I swapped it on my ship replacing a regular fuel scoop and returned to Finlay Stn. The fuel scoop I left on the rescue ship DOES appear available for xfer.

Edit - The Answer:
- Certain broker items you "unlock" each time you want one... and they appear in outfitting one-at-a-time as you "buy" them using mats from the broker.
- Other items you unlock and then you can purchase directly from outfitting as many times you wish using credits.
- Anticorrosive racks get unlocked... making them appear in outfitting for purchase... then you purchase as many times as you wish using credits.
