Buying system data

Do we have any idea how this works? At current many systems in populated space have no data available.

Is that because they've not been scanned by explorers and sold? Because they have been scanned but sold to a different faction than the one who's space you are currently in (did this even make it into the game? I'm sure I heard about it at some point in beta)?

Or would scanning the system as an explorer have no effect on this, and it's just an obtuse game mechanic to force miners and the like to visit systems to prospect for pristine belts, rather than being able to buy the data (which some would argue, makes more sense, miners aren't explorers).

I've also noticed many systems in populated space have planets and such that don't show up when you first enter the system, and require you personally to advanced scan the system for them to pop up (particularly in unpopulated systems). And yet when I look on the system map, they have already been discovered. So why couldn't I see them before?

Has anyone experimented with this? Do we know anything from frontier? Or should I get a wing together and do some experiments to find out myself?

Because Universal Cartographics is not universal and does not update globally from player exploration.

Yeah, saw that thread, but it didn't have the info I needed last time I checked. Does now though. Basically buying system info isn't even slightly related to player scans. It's all predetermined rubbish. Thanks again for the lies FD.
