Buying system data.

We used to be able to do that, right?

I'm all about most of the design options, but I can't wrap my head around this one. If someone can clear it up for me, I'd appreciate it. (I'm probably a dunce.)

If I'm a part of a power that controls a section of space, where do I go to buy the exploration data of a system I want to go to? Do I really have to strap on
an advanced scanner and everything to do that?
 
I was thinking about this not long ago. Being one of the commanders that's CBA (yet) with exploration, 1 reason being is I still don't have any secondary scans in my right panel even though I have bought and used the Advanced AND Detailed scanners at the same time. I thought it would be an idea if we could buy the data and the person that FULLY scanned the system gets the credits, I would be all up for spending as long as you get to keep the data (do you still only get it for so long before its gone?). Just an idea.
 
You have to be docked at a place with Universal Cartographic. Then there is a filters section in the galaxy map to show which data is available/unavailable I think.
