Buzz (=ringing) in the high end / treble region? That is almost always the result of a mismatch in frequency.
Go to your windows audio setting and check if the default setting is
16bit / 48khz. 24bit and anything above 48khz is overkill. Most games are mastered in 16bit/48khz or 44.1khz so try either setting.

Our audio cards at work also mismatch sometimes (usually when using two programms that don't support and/or set different sample rates) although ours don't "buzz" (=ring), instead they pitch the audio ever so slightly.

Ps. On our cards the game doesn't have to be restarted when changing rates though sometimes, we do loose all audio. For best results, make sure all programs that can produce sound (skype, browser etc.) are closed when switching the rate and then start the game. The windows volume mixer is a helpful tool to find any audio producing programm, as those will add a volume slider to the mixer.
