A big part of C&P problems I'm reading about is people getting stranded for accidentally shooting the coppers. How about it doesn't kick in until you've had one full NPC (Not Wanted) kill instead? When you kill that guy you get the notoriety, but not for accidentally hitting someone, even a fair bit. Stuff happens in battle. You might accidentally hit a few people or the same guy a lot, but it's rare you'd accidentally kill someone. So if you do, you've crossed a line.
