Deliver as many Kumo Contraband Packages you can to ATATA. You can pick up some from every our control system, the closest to Atata is Madon.

UNDERMINING
If you are looking for something to shoot, don't forget that we are hostile to ZYADA, the infamous alliance between the Empire and Yuri Grom. You can ignore the other Powers.
BGS - BACKGROUND SIMULATION
A big part of Powerplay consists in supporting the Confederacy, Communism and Cooperative Minor Factions all around our territories, if you are looking for some missions or commerce or need to sell your exploration data, please support these factions (possibly Independent in case of Confederacy, but Federal Confederacy factions are good too). You can check Inara or Eddb to find where you can be more helpful.
