anyone have a lead on them right now been looking for 12 hours on and off the past day cant seem to find them at any of my stations i go to usually. and before its said no i dont have founders world access, not yet at least.

Open the Galmap. Look for High-Tech systems with large populations. Check the system map. Wealthy Huge stations.
If the local High-tech doesn't stock it, look for a nearby industrial system-- they usually carry the rest.

Pretty sure Suri Park or Kobayashi in Anlave had them yesterday.

Diagurandri does have a discount, unless they've changed that now.

For future note the 15% Li Yong-Rui discount applies to both controlled and exploited. Its been like that since the start.
