calrification for on foot missions

So is the only location to get on foot missions from disembarking?

Im just wondering if there is anything that kind pushes you toward the on foot fighting missions.

everything so far i find is illegal activity.

Support missions to turn on power aren't illegal.
Yes, you have to disembark and use a station terminal for them.
If you want to join a fight, find a system at war and visit the frontier solutions desk.
