Finding some aspects of this game very difficult and i am sure they are simple. Basically i am following a tutorial for Mission : California. In the tutorial when they go to the Expedition Map they have the requirements for this straight away. I do not and it says 'insufficient skill'. The tutorial does not even have a staff centre or scientist. What am i doing wrong??? I have included screen shots of the tutorial and my screen for reference. I'd love someone to help as it's bringing my child to tears.

Do you have a Control Center, Staff Center and Science Center? If you just go this screen below which is F1 for me on PC but not sure it is on console. This is the photo of it.. Go to the 5th tab, icon of a person, and you can hit "Recruitment" on the right side of the screen to hire them.
Thanks for your reply. We've tried this and still struggled. The weird thing that i can't understand is that the video definitely does not have the Staff centre or Science centre. Here's the link to the video.

Can you send a screenshot of your scientist page?
You have a combined 11 points of logistics, but you can't produce 4 points using only 2 scientists, which I find hard to believe. Maybe that page will shed some light.
Edit: to clarify, you can't produce 4 points with scientists who are free. You could have them working on synthesizing, incubating, or researching.

From the screenshot you shared above, it looks like you have no Scientists hired in your game. You will need to build a Control Center and hire Scientists from there in order to send them out on Expeditions. The game should tell you this when you play the Campaign though (which you seem to be playing).
It might be that you've fired your Scientists from before? Either way, you will need to hire new Scientists from the Control Center in order to go on the Expedition. You don't need a Science Center or a Staff Center in order to hire your first pair of Scientists
