I came across a convoy beacon , when I dropped in it was full of refugees . Is this part of a mission or future content just floating around ?

Can you elaborate please? Was this added to make signal sources worthwhile along with funerals and weddings?
I found one of these too. Dropped in at the convoy beacon to see what it was and there were lots of NPC ships labelled as 'Refugees' that looked to escaping the War Zone in that area.
While flying in Apoyota space I see an icon like a uss and it contained a bunch of ships 30 or more . Most of them are refugees (from what it doesn't say ) others are just local ships . I left that spot and found a check point . Dropped in there and a system authority vessel ordered me to "for the safety of all neighboring sectors , please submit to a scan before attempting to leave the sector" and then" to remain calm there is no need to panic . the situation is well under control. "and a bunch of other stuff. It struck me odd to find it there .
