can anyone be able to place animals in quarantine?

im playing on the grasslands scenario and the path to its quarantine cant be accessed i even created another and it too has the same problem how am i suppose to beat the scenario if i cant place the animals in quarantine

Is there a small piece of missing path somewhere making it impossible for staff to get there?

the original had a guest path but its covered by the scenarios concrete steps and floors the second one is connected to a complete path where staff can walk

i dont know why we cant just delete certain scenario pieces or have scenarios buildings editable or interactable
